A graduating student of Stockton University, Scott Scerbo, 21-year-old, stunned the gathering at his graduation ceremony when he proposed to a fellow graduate, Catherine Dell Elba, 22-year-old, as they were taking group photograph at the pavilion outside Boardwalk Hall in Atlantic City, New Jersey.
